中国政府奖学金“高水平研究生”项目旨在选拔具有优秀学科背景、专业能力及未来发展潜力的国际学生来华攻读我校博士、硕士。
一、项目内容
(一)招生层次:2025年秋季入学全日制博士、硕士。
(二)选拔机制:个人申请、院校推荐、专家评审、择优录取。即我校推荐人选到中国国家留学基金委员会,最终录取结果以留学基金委专家评审结果为准。
(三)推荐名额:10个。

二、申请条件
(一)非中国籍公民,身心健康。
(二)学历和年龄要求:
申请攻读硕士学位者,应当具有学士学位或同等学历,学习成绩优秀,年龄不超过35周岁。
申请攻读博士学位者,应当具有硕士学位或同等学历,学习成绩优秀,年龄不超过40周岁。
(三)汉语水平要求:中文水平须达到汉语水平考试(HSK)四级(180分及以上)。
(四)对华友好,无犯罪记录。
三、申请流程
(一)申请华侨大学研究生入学资格。
考生须先完成我校研究生入学资格申请。2025年2月1日-3月1日,考生登录华侨大学“港澳台侨及外国留学研究生报考系统”(https://hdyjs.hqu.edu.cn/recruit/login)进行注册,完成报名。
通过报考资格审核的考生参加学术审核。学术审核时间约为2025年3月上旬,由所报考学院组织。通过学术审核的考生,获得我校研究生拟录取资格,并可参加奖学金推荐资格的竞争。
(二)申请中国政府奖学金资格。
我校从获得研究生拟录取资格的考生中择优进行奖学金资格的排序推荐,推荐10人。为获得推荐的考生发放预录取通知书。考生持预录取通知书,完成中国政府奖学金申报(https://studyinchina.csc.edu.cn/)。
项目类别为“B”类。华侨大学代码为“10385”。
(三)我校将奖学金推荐名单汇总上报至留学基金委。
四、申请材料
华侨大学报考系统要求上传材料如下:
(一)护照首页
护照有效期应晚于2025年9月1日。
(二)经公证的最高学历证明
毕业于中国内地高校的考生应提供学信网学历验证报告。毕业于国(境)外高校的考生应提供中国教育部留学服务中心出具的《国(境)外学历学位认证书》,或中国驻外使(领)馆出具的认证材料或同等法律效应的认证证明材料。
如申请人为应届毕业生,须提交本人就读学校出具的预计毕业证明或在学证明。
可提供中/英文版本,如为英语以外语种,需另提供英文翻译件并公证。
(三)学习成绩单(自本科阶段起)
成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单,如为英语以外语种,需另提供英文翻译件并公证。
(四)HSK成绩报告
HSK成绩报告。
曾使用中文为教学语言获得中国高校学位的,提供学校出具的汉语授课证明(模板见附件)。
(五)来华学习计划
中/英文书写,1000字以上。
(六)推荐信
两名教授或副教授的推荐信,内容应重点包含对申请人来华学习目标要求,以及对学生综合能力,未来发展的评价,中/英文书写(模板见附件)。
(七)《外国人体格检查表》复印件(模板见附件)
原件自行保存,此表格由中国卫生检疫部门统一印制,须英文填写。申请人应严格按照要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效,检查结果有效期为6个月。
(八)无犯罪记录证明
申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明,通常应为提交申请之日前6个月以内的证明文件。
(九)个人1寸彩色证件照
最近6个月以内的照片,JPEG/JPEG图片格式。
(十)中国政府奖学金申请表(中英文填写)
提醒:以上申请材料应按1-10进行编号命名,如“1.护照首页”。申请材料应清晰完整、真实有效。若因材料不清晰、缺漏、造假而造成无法通过审核,后果由考生自行承担。
五、特别申明
(一)不遵守前述申请流程的,视为申请失败。
(二)奖学金的最终获奖结果以留学基金委专家评审结果为准。留学基金委公布获奖结果后,我校通过研究生院网站予以公布。
(三)根据有关规定,中国政府奖学金生不得同时享受中国各级政府和学校设立的其他奖学金(不含各类一次性奖励金)的资助,一经发现,将取消中国政府奖学金资格,并须退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的,除取消资格外,三年内不允许申请中国政府奖学金。

Chinese Government Scholarship
"High-level Postgraduate Program"
The "High-level Postgraduate Program" is a sub-program of the Chinese Government Scholarship. The program aims at selecting international students with excellent academic background, professional ability and future development potential to study for doctoral and master's degree. A brief description is as follows.
I.招生类别/Admission Category
Full-time doctoral and master's candidates. September intake, 2025.
II.选拔机制/Principle of Selection
Individual application, institution recommendation, expert assessment and merit-based enrollment.
The final results of scholarship eligibility are subject to CSC expert assessments.

V.申请条件/Eligibility
1. Be a citizen of a country other than the People's Republic of China and be in good health both mentally and physically.
2-1. Be a holder of a Bachelor's degree or its equivalent under the age of 35 when applying for a Master's program.
2-2. Be a holder of a Master's degree or its equivalent under the age of 40 when applying for a doctoral program.
3. Have acquired the Chinese proficiency of HSK Level 4 with a score of 180 and above.
4. Be friendly to China and behave well. Have no record of discipline violation, of disturbance of public security or of criminal conduct.
VI.申请流程/Application Procedure
1. To acquire HQU postgraduate admission qualification.
Applicants fulfill an online application at HQU Online System (https://hdyjs.hqu.edu.cn/recruit/login) from February 1st 2025 to March 1st 2025.
Applicants who go through material review will attend academic assessments organized by relevant colleges in early March 2025. Those who pass the academic assessments will be admitted to HQU and be eligible to compete for the 10 recommendation places.
2. To complete Chinese Government Scholarship eligibility application.
The 10 recommended candidates will be issued a pre-admission letter individually to complete the application for CSC scholarship eligibility at http://www.campuschina.org.
The program category is "Type B". The Agency Number of HQU is "10385".
3. To be recommended.
The 10 candidates will be recommended to China Scholarship Council for expert assessments.
VII.申请材料/Application Materials
The following materials are required for HQU online application.
1. Copy of passport home page.
If the validity of the applicant's current passport does not meet the requirement (should be valid later than1st September 2025), please renew it before submitting the application.
2. A notarized highest diploma.
Applicants who have received a degree from a Chinese university shall also provide a verification report issued by CSSD(Center for Student Services and Development,MOE). Those who have graduated from overseas universities shall provide a verification report issued by CSCSE(Chinese Service Center for Scholarly Exchange) or any equivalent credential issued by local Chinese Embassies(Consulates).
Prospective diploma winners must submit official proof of student status by their current school.
Documents can be provided in Chinese/English and,in the case of languages other than English, an additional English translation and notarization is required.
3. Academic transcripts (from the undergraduate level onwards).
Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the university's academic affairs office, or graduate school, or student management department. Transcripts can be provided in Chinese/English and, in the case of languages other than English, an additional English translation and notarization is required.
4. Language qualification certificates.
Applicants must submit valid HSK 4 reports. Those who have received a degree from a Chinese university using Chinese as the medium of instruction, could provide a Chinese-instruction certificate instead(See Annex).
5. A study plan proposal (focus of material review).
A study plan (1000 words or more) in Chinese/English should be submitted. The proposal of a doctoral student shall be signed by the applicant's Chinese supervisor.
6. Recommendation letters.
Two recommendation letters written only in Chinese or English from professors or associate professors.
These letters shall describe the applicant's objectives of learning in China, comprehensive abilities, and evaluation of future growth.
7. A photocopy of the Foreigner Physical Examination Form completed in English (See Annex).
The original copy shall be kept by the applicant. The form is designed by the Chinese quarantine authority. Applicants should strictly follow the items required in the Foreigner Physical Examination Form. The Foreigner Physical Examination Form with missing items, without a photo of the applicant or without a stamp on the photo, or without the signature and stamp of the doctor and hospital is invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
8. Non-criminal record report.
The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, which should normally be issued within 6 months prior to the submission date of the application.
9. A one-inch ID photo.
Be shot within 6 months prior to the submission date of the application, in JPEG/JPEG format.
10. Application Form for Chinese Government Scholarship (filled in Chinese or English).
Please name the files with relevant sequence numbers and categories, for example, “1.passport”. Materials provided shall be genuine and authentic. The responsibility of failing material review due to shortage of materials or forged materials shall be borne by the applicant himself.
VIII.申明/Notes
1. Applicants should note that any noncompliance with the above mentioned procedure will lead to invalidation of application.
2. The final results of scholarship eligibility are subject to CSC expert assessments, and will be published on the website of Graduate School (https://grs.hqu.edu.cn/) upon superior notification.
3. According to relevant regulations, recipients of Chinese Government Scholarship are not allowed to possess simultaneously other scholarships established by Chinese governments at all levels and by the university (one-off awards excluded). Otherwise, the recipient will be disqualified, required to return the scholarship as well as being deprived of application qualification for Chinese government scholarships for the following three years.
