华侨大学2023年中国政府奖学金研究生招生简章

2023年中国政府奖学金“高水平研究生”项目旨在选拔具有优秀学科背景、专业能力及未来发展潜力的国际学生来华攻读我校博士、硕士。

一、项目内容

（一）招生层次：博士、硕士，所招收的国际学生2023年秋季入学。

（二）选拔机制：个人申请、院校推荐、专家评审、择优录取。即我校推荐人选到中国国家留学基金委员会，最终录取结果以留学基金委专家评审结果为准。

（三）推荐名额：10个。

二、申请条件

（一）非中国籍公民。

（二）身心健康，对华友好，无犯罪记录。

（三）学历和年龄要求

申请攻读硕士学位者，应当具有学士学位，学习成绩优秀，年龄不超过35周岁；申请攻读博士学位者，应当具有硕士学位，学习成绩优秀，年龄不超过40周岁。年龄计算截至2023年9月1日。应届毕业生也可申请。

（四）语言要求

中文水平须达到汉语水平考试（HSK）四级180分以上。

三、申请时间及流程

（一）申请时间：2022年11月1日-2023年1月31日。

（二）申请流程：

第一步，申请华侨大学研究生入学资格。

1.考生须先完成我校研究生入学资格申请。2023年1月31日前登录华侨大学港澳台侨及留学生报考系统（https://hdyjs.hqu.edu.cn/recruit/login）进行注册报名。

2.考生通过报考资格审核后，由所报考学院组织开展学术审核。学术审核为综合评审，时间约为2月下旬，含材料评价、笔试/面试等。具体安排由所报考学院另行确定并通知考生。通过学术审核的考生，获得我校研究生拟录取资格。

第二步，申请中国政府奖学金资格。

1.我校从获得研究生拟录取资格的考生中择优进行奖学金资格的排序推荐（推荐10人，不设候补），为获得推荐的考生发放预录取通知书。

2.考生持预录取通知书，规定时间内（另行通知）到中国政府奖学金申请系统（https://studyinchina.csc.edu.cn/）完成奖学金资格申请。

3.我校将奖学金推荐名单汇总上报至留学基金委。

四、申请材料

考生应准备以下材料，上传至华侨大学港澳台侨及留学生报考系统：

（一）护照首页

护照有效期应晚于2023年9月1日。

（二）经公证的最高学历证明

毕业于中国内地高校的考生应提供学信网学历验证报告。毕业于国（境）外高校的考生应提供中国教育部留学服务中心出具的《国（境）外学历学位认证书》，或中国驻外使（领）馆出具的认证材料或同等法律效应的认证证明材料。如申请人为应届毕业生，须提交本人就读学校出具的预计毕业证明或在学证明证。

（三）学习成绩单（自本科阶段起）

成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单，如为英语以外语种，需另提供英文翻译件并公证。

（四）HSK成绩报告

曾使用中文为教学语言获得中国高校学位的，无需提供HSK证明。

（五）来华学习计划

中/英文书写，1000字以上。

（六）推荐信

两名教授或副教授的推荐信，内容应重点包含对申请人来华学习目标要求，以及对学生综合能力，未来发展的评价，中/英文书写。

（七）《外国人体格检查表》复印件（模板见附件）

原件自行保存，此表格由中国卫生检疫部门统一印制，须英文填写。申请人应严格按照要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效，检查结果有效期为6个月。

（八）无犯罪记录证明

申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6个月以内的证明文件。

（九）个人1寸彩色证件照

最近6个月以内的照片，jpg/jpeg格式。

（十）申请中国政府奖学金个人信息表（模板见附件）

提醒：以上申请材料应按1-10进行编号命名，如“1.护照首页”。申请材料应清晰完整、真实有效。若因材料不清晰、缺漏、造假而造成无法通过审核，后果由考生自行承担。

五、特别申明

（一）考生须严格按申请流程完成申请。不按流程的，我校有权予以淘汰。

（二）获得奖学金推荐资格不代表获得奖学金。奖学金的最终获奖结果以留学基金委专家评审结果为准。留学基金委公布获奖结果后，我校通过研究生院网站予以公布。

（三）根据有关规定，中国政府奖学金生不得同时享受中国各级政府和学校设立的其他奖学金（不含各类一次性奖励金）的资助，一经发现，将取消中国政府奖学金资格，并须退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的，除取消资格外，三年内不允许申请中国政府奖学金。

Huaqiao University Chinese Government Scholarship

"High Level Postgraduate Program" Brochure

The "High Level Postgraduate Program" is a sub-program of the Chinese Government Scholarship. The program aims to select international students with excellent academic background, professional ability and future development potential to study for doctoral and master's degree. A brief description is as follows:

五．申请条件/Eligibility

1.Be a citizen of a country other than the People's Republic of China and be in good health both mentally and physically.

2-1.Be an academically excellent holder of a Bachelor's degree or its equivalent under the age of 35 when applying for a Master's program.

2-2.Be an academically excellent holder of a Master's degree or its equivalent under the age of 40 when applying for a doctoral program.

3.Have passed the HSK Level 4 with a score of 180 and above.

4.Be friendly to China and behave well. Have no record of discipline violation, of public security punishment or of criminal conduct.

六．申请材料/Application Materials

1.Information Form for Chinese Government Scholarship (filled in Chinese. Download format at https://grs.hqu.edu.cn/info/1042/5340.htm).

2.Copy of Passport Home Page. If the validity of the applicant's current passport does not meet the requirement (should be valid later than1st September 2023), please renew it before submitting the application.

3.A notarized certificate of the highest level of education. If the applicant is a student, he/she must submit a certificate of expected graduation or a certificate of attendance issued by his/her school.

4.Academic transcripts (from the undergraduate level onwards). Copies of transcripts should include grades from the undergraduate, master's (if any) and doctoral (if any) levels of study up to the most recent semester. These transcripts shall be issued and stamped by the university's academic affairs office, graduate school, or student management department. Transcripts can be provided in Chinese/English and, in the case of languages other than English, an additional English translation and notarization is required.

5.Proof of language proficiency. Applicants must submit valid HSK 4 reports. For those who have received a degree from a Chinese university using Chinese as the medium of instruction, proof of HSK is not required.

6.A study plan proposal (focus of material review). A study plan (1000 words or more) in Chinese/English should be submitted. For PhD candidates the study plan needs to be signed by the Chinese supervisor.

7.Two recommendation letters (written only in Chinese or English) from professors or associate professors. These letters should focus on the objectives of the applicant's study in China, the cooperation between the Chinese institution or the Chinese supervisor and the foreign supervisor or the inter-university exchange, as well as the evaluation of the student's overall ability and future development.

8.A photocopy of the Foreigner Physical Examination Form completed in English (Download format at https://grs.hqu.edu.cn/info/1042/5340.htm). The original copy shall be kept by the applicant. The form is designed by the Chinese quarantine authority. Applicants should strictly follow the items required in the Foreigner Physical Examination Form. The Foreigner Physical Examination Form with missing items, without a photo of the applicant or without a stamp on the photo, or without the signature and stamp of the doctor and hospital is invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.

9.Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, which should normally be issued within 6 months prior to the submission date of the application.

10.A one-inch ID photo(be shoot within 6 months prior to the submission date of the application, in jpg/jpeg format).

七．申请流程/Application Process

Step One: Apply for HQU postgraduate admission qualification.

Visit HQU Online Registration System at https://hdyjs.hqu.edu.cn/recruit/login, create an account and complete the application as requested before January 31 2023. HQU will conduct application qualification review and organize academic assessments. Academic assessments, be scheduled in late February 2023, consist of documentation evaluation and written test/interviews. Applicants who pass the academic assessments will be admitted to HQU and be issued a pre-admission letter.

Step Two: Apply for Chinese Government Scholarship eligibility.

Candidates who have acquired HQU admission qualification shall visit "CSC Study in China" website at http://www.campuschina.org to complete the scholarship eligibility application within stipulated time (to be noticed) . The program category is "Type B" and the Agency Number of HQU is 10385.

Step Three: HQU recommends the 10 candidates to China Scholarship Council for expert assessments.

八. 申明/Notes

Applicants are required to follow the application process strictly. HQU keeps the right to eliminate those who fail to follow the procedures.

The final result of scholarship eligibility is subject to CSC expert assessments. Applicants can check final results on the website of Graduate School at https://grs.hqu.edu.cn/.

According to relevant regulations, recipients of Chinese Government Scholarship are not allowed to possess simultaneously other scholarships established by Chinese governments at all levels and by the university (one-off awards excluded).
